verizon doesnt honor monthly discount despite multiple calls

I have an employer discount that Verizon requires me to verify every year. Despite calling and verifying they dont apply the discount to my bill. This has gone on for 2 years. What can I do? Everytime I call customer service I go through the verification and they say it will be applied in 2-3 billing cycles and then it isnt. How can I get Verizon to credit me all the overcharges?
