In theory, yes. In actuality, no. I don't think they'll let you activate an Alltel device at this point. But you never know until you try, so you should call and ask. Don't even say it's an Alltel device. Just give them the ESN number and see if it'll work, or if they even notice at all.
You can also do this through the VZW website in your account. From your My Verizon Overview page, look over to the very right side under quick links and click on "Activate My Phone." This will take you to a screen where you can select your VZW # and enter the ESN from the back of your handset. Let us know how it goes.
