If my government entity allows me to use my email on my BB 8330 with a push service, do I still need VZW's BIS activated?

If you are refering to your work allowing you to check your 'personal' email on your work device then yes, BIS would be helpful and can run along side of your employer's BES.  An alternative would be to check your personal email through the provider's web portal (i.e going to mail.yahoo.com to check Yahoo mail).

If you're only using the device for your work email then no, you don't need BIS at all.
