General Blackberry question

I have a simple question about blackberry devices - can you have the blackberry and use it as a phone WITHOUT having to pay the additional $15 or $30 monthly fee for the internet access or is this a definite fee that will be charged when you any blackberry??  Thanks for any help with this!!!
