Question about Plan+Blackberry Storm

If I buy the blackberry storm from like eBay do I have to get the data plan?  I travel sometimes and I need a phone with GSM capablities but focing someone into having that internet plan is really stupid... I currently have Motorola Q9M and I wasnt forced to get the data package.  I dont need internet on my phone I need a world phone.
