Tour 9630 not working in Spain

I payed for the plan upgrade to have my Tour work in Europe on vacation, and it is set to Global network. It seems to have picked up a network signal here in Spain, but I'm not receiving calls and can't seem to connect when dialing others traveling with me. In reading and attempting to troubleshoot it seems that maybe I need a new SIM card, but this wasn't offered at the store when the plan was sold to me. Does the Tour 9630 come with a SIM card that should automatically work once the Global roaming plan is activated by Verizon? Assisance and advice is greatly appreciated.
