BB 10.2 Winter release?

Why is every other carrier around the world releasing the new 10.2 in the coming days/weeks while we USA customers have to wait until "Winter". No way does testing take that much longer than everyone else.

The "Winter release" time frame should be no surprise. I mean, we are all familiar with the expression "it will be a cold day in hell before.......happens" (just plug in OS 10.2 and there you have it).

Seriously though, the excuse for the delay in 10.1 was that Verizon techs had to finish "testing" it.  Now I read this: http://www.usatoday.com/story/news/nation/2013/10/21/verizon-hhs-healthcare-site-fix/3144761/

So I wonder, is our BB device firmware upgrade now on the back burner while the Verizon techs work on the Obamacare website?
