My 9650 has no ring tone or very very low ring tone. Tried restart and battery out reset. Vibrate works and music works fine.

There are so many options in the sound profiles; there could be a number of reasons why your volume is low. If it is only one ringtone, then you may need to redo that one. If it is every ringtone, then I would look at profile settings to see if the volume is set low for the profile you are using.
And it may well be your phone....hard to say without the phone in hand....I wear hearing aids and it's a running joke around my house that I don't hear a lot of what's going on . . . but I DO hear my Bold, even on volume level 7 or 8. Louder than that the family complains it's TOO loud! So it's not a problem with the Bold in general. Check individual tones, volume levels, other tones and settings before giving up on the Bold itself.
