I've currently logged into the Verizon website and went into the account and attempted to change my BB Storm to a BB Bold and it keeps telling me that I have to contact Customer Service at 800-922-0204. Any particular reason why I should contact Customer Service when I know for a fact that I can and have done before these changes online? Why do I even make the attempt in changing my device. I should have full authority in doing what needs to be done within the realm of my account.

You can try dialing *228 option 1 on the Bold to activate it. Be sure the Storm is turned off when you are attempting to activate the Bold.
There are any number of reasons why the Bold will not activate using the online tool - calling *228 will connect you with a rep if the activation does not go through (or you will be directed to call CS) and they can provide the reason why there seems to be an issue getting the Bold activated.
