No, I do not believe you can buy a Verizon 9650 Blackberry unlocked directly from Verizon. Your best option is to buy the phone locked and obtain an unlock code from an online vendor (Horizon Wireless?) for a small fee.
The other alternative is to buy a Sprint branded 9650 Blackberry. I am pretty sure they are unlocked at purchase.
