Can I use a blackberry to replace a broken phone without data plan?

You cannot activate a BB on Verizon without also adding a data plan.

Once you replace the broken phone on the Verizon network with the BB, a data plan would automatically be added if you don't currently have one.

Of course, if you replace the BB with a basic phone at a later date, you can terminate the data plan at that time.
