Im wondering if I can take me Blackberry Tour back to Verizon and ask if I can exchange it for the storm.

Did you purchase your Tour from a direct/corporate location or from an authorized retailer? If from a direct store, then you have 30 days from date of purchase to exchange the phone for a different model, however there is a $35 restocking fee. If you purchased from an authorized retailer, you have to check with them because they have different exchange policies.
