I lost my Blackberry and I was wondering if there is a way to track it using GPS when it is off so I can figure out where i lost it at...?

Only if you had an app installed on the device prior to using it - I have BB Protect on mine and can log in and locate it via my laptop, either by location, or I can make it ring wherever it is.

if you did not have something like that on the phone, then I don't think there is a way to locate it once it's lost. Call to deactivate it as soon as you can so no unauthorized charges are run up.
