How do I transfer contacts after deactivating my old phone?

That depends - were the contacts backed up to Verizon, Google, or somewhere else?  What phone did you have?  What phone do you have now?

If the contacts were backed up someplace, you should be able to log in with the new phone and import the list...the procedure and details vary form device to device, and OS to OS, so knowing what you had and what you have now will help us to help you.
