New out of the box, your BlackBerry probably is not set to use GPS. To enable it, do this:
1. From home screen, do Options > Advanced Options > GPS.
2. For GPS Services, select "Location On" instead of "E911 Only."
3. Make sure GPS Data Source is set to "Device GPS."
4. Save.
Return to BlackBerry Maps, Google Maps, etc. and see if GPS now works. It did for me!

Ugh this is standard Verizon procedure because it saves the phones battery life. Your GPS service on all VZW phones are simply counted as DATA in A-GPS so whatever data plan/charge you have. The Verizon GPS monthly fee is for the turn-by-turn navigation service and app.
