I just purchased a Motorola H270 Bluetooth device and I can not pair it with my Blackberry Tour 9630. When I try to enable Bluetooth on my phone, it does nothing and Bluetooth does not enable.

Hi,
For problems pairing, you need to make sure your device is in "listen" mode. On your device, go to Manage Connections and select Set up Bluetooth. It will walk you through pairing your device with your headset. Make sure your headset is charged according to the instructions and is turned on.
You can check whether or not you have problems with your device. You can run a diagnostic on your phone. First, enable Bluetooth on your device. Next, go to Options>Status. Type the word "TEST" (without the quotation marks). Now, you will not see the word TEST appear, but once you type TEST, a pop up will alert you that you are about to enter the testing mode. Click OK. Press the Menu key (to the left of the trackpad) and select Start. You will then see a screen with boxes next to various modes. Go down to Bluetooth Audio and click there. Scroll down to RUN and press RUN to begin the test. The test is two part. The first part sends tones to your headset. Then the next will record your voice for about 5 seconds and then play it back. It you hear tones and your voice, then Bluetooth works on your device.
