I keep getting SMS error 98, Message ID 31 Permanent Error....can someone please explain to me what this means because sometimes I will be able to text and sometimes I get this message and my phone will not receive text messages?

I believe it means that the number you are trying to text is blocked from receiving calls or texts from you. Hope this helps.
