Can I tether my Playbook to my Bold 9930 to have internet access on the Playbook without incurring any additional charges?

As long as you have a blackberry phone, there is no charge. It runs off your bluetooth. Hope this helps. I have a playbook also.

I have found that bluetooth connection works with my 9850 torch. However, with the 7.1 update I can use the phone as a hotspot, wi fi. Verizon sold me a 4g hotspot mobile device with 20 Gs for $80/month. I returned it and am very satisfied with the 3G my phone gives at 2Gs and $20/month. I am able to watch streaming tv from Ireland, Spain and France and use only dozens of Megabytes per session on my playbook. Non-streaming web sites load rapidly on the playbook and I can have internet anywhere I have a phone connection. I look forward to 2.0 on the playbook to run more applications on the playbook. I'm very happy with my playbook/blackberry phone.
