Can I use Blackberry Storm 2 to tether to laptop for internet service?

Yes but you will have to pay for it.  Not sure on pricing call CS.

What you need to look at is called Mobile Broadband Connect Plans (fancy terminology for tethering).  Information is here:

In addition to your $29.99 Blackberry data plan, you will pay $20 for up to 2 GB data while tethering, up to 5 GB for $30.
