Every time I launch V CAST App it says "Network Error" and "Could not complete request". I have uninstalled and re-installed numerous times with a re-boot each time and checked all of my connection/app management settings and it still won't launch or let me upgrade when the upgrade option pops up. I don't know what to do.

It sounds like you have done quite a bit of troubleshooting yourself. Have you been able to access this application before? Is your Blackberry setup on a BES (Blackberry Enterprise Server) for work email? If so, that can possibly block your connection. Are you able to access V Cast Music or My Verizon?
