can DATA(email and web) for BB be disconnected or deactivated?

my sister has a Blackberry pearl on the $24 data plan, its been more than a year now and when they got the pearl they signed a contract for a year of data plan, can they have the data plan removed or disconnected?

To answer your question, no.  All Verizon Blackberry devices must have a data and email plan.
