I am currently in Buenos Aires and my blackberry tour has not been transmitting any data since Christmas Eve. Has anyone else had this problem? I don't think there is another outage at this time, just with my blackberry... help!!!!!

No data outage back in the States since last week on 12/22 and 12/23. I assume you tried a battery pull? Call (800) 711-8300 to speak to a Global Support Specialist. If at all possible, call from a different phone than yours but have yours with you for troubleshooting.
Hey thanks for that suggestion on doing a battery pull!
I was having very similar problems (after downloading a few upgrades to my apps) around the same time as the original author of this thread, but in my case I was experiencing the problem entirely in the United States, not abroad.
I had no access to internet, my network diagnostic tests kept failing, and I couldnt even "ping" other IP addresses. I browsed the forums to see if there were any well known network outages (as a last resort, even though I had been experiencing my personal outage for the past 48 hours or so), before finally resigning myself to ultimately visit my local Verizon dealer on a service call.
But then I read this specific thread and forgot I should have attempted a battery pull to completely reset my handheld unit.
Like poof! That did the trick! All my backed up email messages flooded into my Berry, I could surf the net, get access to my facebook, and other net enabled applications, etc.
Thanks! You just saved me a time wasting trip to the serice desk at the mobile dealer!
