Call *228 option 1 again to register the phone. It may not have finished registering. If that does not work, do a battery pull. Either of these two tasks will hopefully force the phone to make a 1EVX connection that will allow it to finish registering and finish the app/data download.
To restore the data connection all you need to do is click on the Options icon then Advanced Options > Host Routing Table > press the menu button and select "Register Now".
After a few moments you should see the browser icon reappear. You should also have an icon for Email Settings. You'll click on that to set up your email from there.
