Your Storm2 can connect to WiFi public access points.  Questions regarding using WiFi in general on your device are answered in these documentsfound at blackberry.com.  Hope this helps,

It cannot be used as a hotspot itself. However it does have wifi in which it can use to browse the internet. To enable this hit menu, network, then click wifi. Once you have enabled it you can then choose a network to use for internet.
