I have a $1.99 prepay account and want to switch phones to a MOTO G5 Plus and use Verizon for Voice Text only. I use GSM overseas and rarely for data in the US.

That phone model will require you to switch to a monthly prepaid plan. It isn't compatible with $1.99 prepaid plan.

Looks like I will have to carry 2 phones for the rare occasions I am in an area AT&T doesn't have coverage and Verizon does. The AT&T MVNO I use is far less expensive for my needs as I have FIOS, am retired, travel overseas yearly, and rarely use much mobile data.

Pity.  ATT allows the use of any phone on any plan, including the no data pay per use plans.  Data can even be turned off on the line to prevent pay per use charges for data.
