Cannot get Verizon to correct the rebates from promotion ending Jan 4, 2003

Signed up on 1/4/2003, last day of promotion, to upgrade 3 phones to iPhone 14pro.  Should have gotten $400 rebate for phone plus full cost of 3 iPads and 2 Apple watches, all spread over 36 months.  We are getting rebates that were offered under a subsequent promotion which are about $40-45 per month in the aggregate.  Thus, over the 36 months we are being shorted about $1400-1600! 

Multiple phone calls to Verizon have resulted in acknowledgement that this is Verizon's' error with absolute promises that situation will be corrected only to see no change in the billings.

Is there a billing ombudsman that can assist with this problem?
