Hard Credit Check Question?

I was told by a Verizon representative if I brought my own  2 phones to their company and just paid for the lines and phone warranty PROTECTION for my owned phones that a soft credit check would happen to set up my 2 lines of service. Two days later I get a notice from Experian that my Credit score dropped 3 points because of a Verizon Hard check inquiry! I knew Verizon did Hard checks for those that purchased phones through them under a contract. But the representative insisted in my case it would be a soft check . I know 3 points is not much but I went from EXCELLENT to VERY GOOD. Is this a lie on their part? Do I have a case for misrepresenting false information? If so what can I do about this situation?
