Not receiving BYOD Rebate

We have signed up with Verizon last year during the BYOD $500 rebate per phone for both myself and my wife. We have called and contacted customer service chat multiple times regarding this rebate. Every time, they tell us to wait 8 weeks. Or they'll tell us that all they can do escalate it. Well, it's been escalated 2 times, we've waited months in between our calls/chats with them, and still, we have not received this rebate. On one occasion, they even told us that it is already expired. That's ridiculous because they can't expire an offer that you never sent to us to redeem. It's been more than a year and I feel that calling them will not solve anything. All we are asking for, is to be able to redeem the rebate we were promised. If anyone has a solution for this, please let me know.
