Rebate Never Arrived

I paid off my Tmobile contract early due to their service and moved my two lines to Verizon.  The offer said for my phones I would get two gift cards for $350 each.  They never arrived.  Today I've been hung up on by a robot 4 times, chatted with three people that can't help, talked to the Rebate team who can't help.   On hold again.
