Verizon Didnt Provide PIN for Pre-paid debit card

I have called multiple times without any response from Verizon on how to obtain my PIN number for the $800 virtual debit card the sent me after switching to Verizon. I followed all of the steps that were in the email to activate the card, there was no instruction on how to create a PIN number.

Verizon makes you jump through hoops to receive their promotional offers. I am starting to believe that they dont provide you a PIN as a strategy to recollect the money. The card loses its balance if its unused after 6 months. If I dont hear back from someone from Verizon soon, I will be talking with lawyers, BBB, and any other governing agency that I can.

Is there a number you can call or a 3rd party website you have to register an account for the prepaid card?  It's been a long time since I used one of those cards and it was for something completely unrelated to Verizon, but I recall having to sign up at some virtual wallet website to get the card going.
