My Verizon Manager screen (I have a USB device) says I have used 8.7G of data so far this billing cycle; the Verizon website says I've used 11.3G - why the huge difference and which am I supposed to believe?

When in doubt it is always safer to go with the higher value as your actual data usage.    Wait a few days and continue to check in on your usage.  If your data usage is truly coming from your USB modem and no other devices then your numbers should synch up over time. 

With any luck VZW will roll back its usage numbers to match what is being reported by your USB modem.  That is assuming you have no other devices on a shared data plan that could be consuming data at the same time.
