A Network Extender is not a mobile device so I would assume it does not need to recalculate its GPS coordinates very often. There is also a chance that if it happens to recognize its current internet connection that there is no need to recalculate its GPS too.
Observations from my Enterprise Network Extender suggest a particular lock is good for around 24 hours or until something disrupts the service to the device. When the extender has to dial back into VZW it likely needs to verify the GPS coordinates as one of the boot up tasks.
