Inability to hookup Fivespot to computer

There are some sites where my iPad doesn't see the Fivespot signal, when all the lights on the Fivespot are green.

 

This seems to happen in some eating establishments (mostly fast food) but sometimes other places, too.

 

Any idea why?  What I can do?

Have you tried connecting any other devices to your Fivespot in these areas? Have you tried powering off the Fivespot or pulling the battery when this happens?
