This is not specifically called out in the FAQ or customer facing information. However, there has been numerous Verizon representatives on this board and leaked internal documents that indicate the LTE Internet installed will be treated the same as a hotspot - 10 GB high speed data and then unlimited 3G speed data (600 Kbps). There is evidence they have not started slowing anyone down yet. It can be confusing. But I would not buy a device thinking it is 22 GB then prioritized. Assume the 10 GB and then 3G speed until proven otherwise.
