Every machine on the Internet has a unique identifying number, called an IP Address. 

When 2 local host have the same IP address you may get that error message.  

For networks where IP addresses are fixed (statically assigned), ensure each local host is configured with a unique IP address.

 

 

DHCP Address Range – The DHCP Server allocates IP addresses to clients. This field indicates the ranges of IP addresses which are reserved for use by the DHCP Server.
If you have any clients which use a fixed IP address, that fixed IP address should be outside the DHCP Address Range.
