Is there a cost benefit to using a smartphone (such a blackberry or droid phone)  for mobile broadband access versus having a USB Data Card when the use is fairly limited?

Yes, but keep in mind the 2 GB limit on tethered usage. It would be best for you to review the various plans available. Also keep in mind that when you are using the phone in tethered mode you cannot receive calls.
