Network Extender - Set it up so certain people never connect

Just bought a network extender for my office because I get 1 bar if I am lucky when I am at work on my iPhone, The network extender works GREAT for me but some of the guys near me have the HTC thunderbolt and Incredible and when they are on the extender it is VERY flaky, dropped calls, sometimes they pickup and the user cannot hear them or vice versa, they have to leave the office and walk far enough away so they detach from the extender in order to have a successfull phone call. I feel bad and want to pull this out now and return it but before I do that, Is there a way to setup the extender OR there phones to never attach to it? I looked in the management under my account and all I see is priority lists, not exclusons

By the way, i have the SCS-26UC4 model, would that be the issue because the Thunderbolt is 3g/4g and the 26uc4 is the older extender?

I can understand how frustrating it would be for the other wireless devices not being able to maintain a good signal with use of the Network Extender!

yes, all are requirements are met, I have tried everything and yet some users still complain when they are connected to it, why cant I just not allow them to connect? I think not having that option was a big miss if that's the case. I work in I.T. with over 15 years in experience with networking so I know this is not a bottleneck issue or anything with the network, it is clearly the way the extender handles some phones
