Overage charges without overage

I have used up about a third of my data for this month on my Jetpack. However, I am told, through warning emails, that I'm almost at my limit. This has happened more than once.

I have my iPad on the same account, but rarely use its wireless service — almost totally on other wifi for the iPad.

How can I convince the account that I am nowhere near my limit?
