PC770 is unable to create modem on Vista 64

The modem shows up fine on the Device Manager and I've tried to manually create a dail-in connection only to have Windows tell me it doesn't see the modem.  I've re-installed the drivers but that hasn't helped.  I know the issue is not with the VZAM software since it's able to see and initialize the device and activation goes through properly.  I've tried the modem on an XP machine and it works properly so it's not a hardware issue.  Any ideas?
