I spoke to Verizon this morning and she got very quiet when I hinted at a problem.

Same problem here. I have historically used 6-12 gigs per month, now that I switched to the hotspots they say I am on track to use 38 gigs this month. I have not changed the way I use my computers! They have a problem, but won't admit it!
