Slow download speed from MIFI despite four bars

We're tyring out a MIFI for our home. We seem to have 3 or 4 bars, but our download speeds only seem to be around 500 K. I admit this is much better than dial-up, I figured it would be MUCH faster.

 

What sorts of factors affect this?
