Tethering Question

I'm going away on vacation and I need to get internet access randomly on a laptop. Now lets say I get this Droid Incredible. Is this an app you download? Verizon charge? How does it hook up micro usb or wifi? I'm so confused... What are the A-Z's on this stuff?

Please help.

You should do a little research on the Verizon plans and Smartphones, etc on this site.  That would be easier than someone having to spell it all out here for you.
