Used Network Extender.

just got a used network extender and having trouble setting it up. I am getting a red SYS light and magenta GPS light. I assume i am not getting a gps signal in my house. If i take it outside in the open without being plugged into the router should I get the blue GPS light? Do I need to add this to my verizon account before setting up?
