New to all this, live in fringe area of our city, don't think there is a direct line of sight to a tower (could be though), did a speedtest and got 4 different results from different parts of the house (using Mac, and verizon MIFI2200)...Down=0.49, 0.53, 0.12, 0.13   up=0.02, 0.02, 0.11, 0.01....ping=218, 332, 975, 1065.  Outside antenna, etc?

Not applicable

Those speeds are terrible.  With my Verizon USB760 I get 1.65 down and .6 up.

More than likely 0.49 means 490KBPS, which is .5Mbps........Now 0.12 and .013 are TERRIBLE!

Ping of 218 isn't too bad (upper limits).   1065 is VERY BAD (almost satellite ping)

Its not uncommon for me to get 500Kbps during the evening.  Early in the morning, and later at night, it goes up

to about 1.2Mbps.  All depends on WHERE the tower is, its current load, current users and what they are doing,

and HOW many T-1 lines are running into the tower!
