Why can't Verizon credit me when I don't use all of my data plan on my Jetpack 4GLTE Hotspot? I'm already paying for it

Verizon should credit users who have their Jetpack, i.e., if I don't use all of my data plan each month, then I lose it.
Why not roll over the data plans gigs? I'm paying for it anyway. This would avoid overage charges.
If Verizon can't do this for me, I will be looking at other plans with other companies who will help me out me.
Ridiculous!
