Why do I still have -110 to -120 dBm within a few feet of my Network Extender?

Before and after the extender I had 1 - 2 bars and around -110 to -120 dBm.  Extender is on line and my phone uses it, but I don't have any increase in signal power and call quality.  I haven't found a forum entry that describes the solution.  Can customer care tweak this thing at all?
