is it possibvle to connect the Pantech w/o installing the VZmanager?
It constantly searches for the device even when I'm home on Wifi or other Wifi.
Perhaps a driver and a connect script off Network Manager or the like?

Just install the device driver without VZ Access Manager and then setup the device just like you would any other hardware. May have to go to device manager and update driver and point it to the install directory for the driver. Then, create a manual DUN (Dial Up Networking) connection and enter the following: #777 for the number to be dialed, mobilenumber@vzw3g.com for the username and vzw for the password. Click connect and you are done.
