Im trying to open programs on my netbook and the only way I could do it is by right-clicking and running as admin....Ive noticed that the dll32.exe is missing...how do I recover that and get it to run normally?

Just turn off User Access Control (UAC).  With UAC disabled you will not be prompted before you launch your programs.  You should be able to find the steps to disable UAC for your OS on any number of websites.

 

Chances are the .dll that you mention is related to the application that you are trying to open.  Try reinstalling and updating the application and see if the .dll is recovered.
