Sim card in place of an iphone 15

I ordered a yellow iPhone 15, they said it would be here in 2 days.  Well they sent me  a sim card.  I responded with a phone call.  Explained everything in detail.  They would correct it and remove it from my acct. Today 45 days later it's still on my bill.  They are charging me for phone service.  What can I do to straighten this out.
