Inexpensive Verizon use in Portugal

WOW! How does one know what to do? Too many choices that mean nothing to me. I have a simple question but am getting nowhere.

You can also turn off data, use WiFi and essentially not use the phone.  You have WiFi calling and texting option to contact the USA.
